THE IRISH DEVELOPMENT PLAN 2007-2013- Transforming Ireland
ever been attempted before in our history. We are talking about a total investment commitment of 184 billion of Euro, in the main, taxpayers’ money over the next seven years to secure the further transformation of our country, socially and economically, within an environmentally sustainable framework. This level of investment is also necessary to secure our future. Value for money is a prerequisite. It calls for a consistently prudent approach to budgetary policy in the coming years. It demands rigorous monitoring of all the programs set out in the Plan and a commitment to flexibility by all Governments in determining priorities in accordance with the economic circumstances of the day. The new NDP has been arrived at following an extensive period of consultation with all interest groups and reflects their input, including the strategy agreed with the social partners in Towards 2016. Its investment parameters will enable us, economically and socially, to effectively confront the challenges we face over the next seven years." End of quote.

| 35. The Irish National Development Plan |
Remarks on the Irish Plan
the accent is on a "better quality of life for all". 2) The Plan is divided into:
3) Note the interest brought on Enterprise, Science and Innovation priorities 4) Note that three chapters out of five (chapters 9 to 11) concern the human aspect of the Plan and devote a lot of attention, interest, and resources with a view to fully develop the "human capital" of the Nation. 5) Note the attention brought to protect and assist children, older people, and people with disabilities. 6) Note the attention to "Social Infrastructure". 7) Note the interest in Enterprise, Science, and Innovation Priority (chapter eight)
of this Plan have fully realized the importance of its human aspect that primes all the other considerations. That Plan was made for the people and with the participation of the people, as we shall see later on.
Assets development (Roads, airport, ports, energy, environment, communications, and government structures). 10) On the other hand, four chapters are rightly devoted to "human development", which is and should be the first and foremost concern of the Plan. The interest of the people may sometimes prime the interest of the Nation.
the extracts of the opening remarks of the Irish Development Plan, particularly the ones highlighted in red. These remarks summarize the whole philosophy behind that ambitious plan. They also emphasize the social aspects of the Plan and the firm intention of its authors to make sure that the Plan is effectively implemented. |
